This clip is actually pretty telling. I'm from Kingston, Ontario Canada, and most upstate NY cities have really beautiful sections, but then poverty-stricken areas as shown in the video. It's pretty stark, actually.

What a shame about Rochester. Such a rich history, and once vibrant communities, now forgotten and disregarded thanks to commercial mismanagement and public corruption. What a great city it was, and what a disappointment it is now.
