Dont think so, pullys are easy to make, but the strong rope needed isnt. I think this guys techique is easier to achieve at the time.

To get the stones across the top you would jack a big stone up like he did with the pillar stone. once it's slightly above the height of the top of two pillar stones you would roll it to the pillars. That's how my Dad set the beam for our house, he rolled it in.

Just like mstrtwister said, it's all about gravity. And you could easily construct cranes and pulleys out of what he was using. Cranes and pulleys have been around for a long time, and I think they used them at Stonehenge.
